Shanghai: Promote the first-round tape-out policy for integrated circuits to favor eligible small and medium-sized enterprise projects.
The General Office of the Shanghai Municipal People's Government has issued the "Shanghai Action Plan for Promoting High-Quality Development of Small and Medium-Sized Enterprises," which proposes driving a leap in digital and intelligent transformation. It calls for building a digital public service system that integrates data, computing power, software, models and other digital-intelligent services, providing SMEs with free trials or discounted offers. It also calls for strengthening municipal-level coordination and scheduling of intelligent computing power, optimizing policies on computing power vouchers, model vouchers and corpus vouchers, improving the coordinated application mechanism for computing power and model service providers, expanding coverage for SMEs, and empowering SME development. It is necessary to implement the national pilot policy for SME digital transformation, continue soliciting "small, fast, light and precise" digital products, and help specialized, refined, distinctive and innovative (SRDI) and manufacturing SMEs carry out digital and intelligent transformation in areas such as production, quality inspection, energy consumption and supply chains. Support under the first-round tape-out policy for integrated circuits should be tilted toward eligible SME projects.
