Beijing: Strengthen the development of energy market mechanisms

The Beijing Municipal People's Government has issued the "Beijing Municipality Plan for a New Energy System during the 15th Five-Year Plan Period." The plan states: advance the development of the electricity market. Expand the scale of inter-provincial market transactions, advance the development of the Beijing-Tianjin-Hebei electricity market, and improve the ancillary services market. Deepen energy price reform. Advance the market-oriented reform of on-grid tariffs for new energy, and conduct regular bidding for new photovoltaic and wind power projects. Study a capacity price mechanism for natural gas power generation, and steadily advance heating price reform. Implement the mechanism linking upstream and downstream natural gas prices, and adjust end-user gas prices in accordance with the mechanism. Promote linkage between the green electricity market and the carbon market. Strengthen green and low-carbon guidance and constraints, and improve the "mandatory + voluntary" green electricity consumption accounting and green certificate trading system. Encourage key emitting entities to fulfill carbon reduction tasks through the use of green electricity. Stimulate the enthusiasm of private enterprises. Encourage and support private enterprises to participate in energy infrastructure construction, scientific and technological innovation, and standard-setting, accelerate digital transformation and intelligent upgrading, and unleash the vitality of market entities.
