Hefei Introduces New Property Market Policy: Full Implementation of "Certificate Issued Upon Delivery" for New Commercial Housing

The Hefei Municipal Housing Security and Real Estate Administration Bureau, the Hefei Municipal Urban and Rural Construction Bureau, the Hefei Municipal Natural Resources and Planning Bureau, the Hefei Housing Provident Fund Management Center, and the Office of the Anhui Regulatory Bureau of the National Financial Regulatory Administration issued implementation opinions on the implementation of the "Notice on Improving the Commodity Housing Sales System." Among other points, it calls for the full implementation of "issuing certificates upon delivery" for newly built commodity housing. Information interoperability and sharing should be strengthened, and through the "one-code linkage" of real estate unit codes, the sharing, verification, and retrieval of transaction and registration information should be realized; the application of electronic contracts should be promoted; and it should be ensured that property ownership certificates are obtained simultaneously at the time of commodity housing delivery.
