Recently, the Zhejiang Provincial Forestry Bureau and the Provincial Department of Transport issued the "Implementation Opinions on Further Deepening the Integrated Development of Transport and Forestry" to drive the integration of transport and forestry from "point-based co-construction" toward "comprehensive integration." The Implementation Opinions take effect on November 1. They mention further optimizing forestry element guarantees for major projects in the transport sector. Strengthen forest land element guarantees for major transport projects: for projects classified as provincial-level or above major projects, the required forest land quota shall be fully guaranteed by the provincial level, and forest land occupation-compensation shall be supported, in accordance with regulations and at a certain proportion, by arranging provincially coordinated supplementary forest land indicators. For key transport projects with long construction cycles, the period for temporary use of forest land may be extended upon application in accordance with regulations, for a maximum of no more than four years. For temporary use of forest land already approved for key transport projects, before the vegetation restoration period expires, different construction sections may use it consecutively, provided the cumulative period does not exceed the approved construction cycle.
