MIIT: Build around 500 national-level zero-carbon factories and zero-carbon computing facilities by 2030

Zhitong Finance APP has learned that the Ministry of Industry and Information Technology has issued the Implementation Plan for Accelerating the Construction of a Dual-Control Working System for Carbon Emissions in the Industry and Information Technology Sector (2026-2030). During the "15th Five-Year Plan" period, China's carbon emission control capacity in key industries and sectors will continue to strengthen, the carbon emission management level of industrial enterprises and parks will be significantly improved, the carbon footprint management system for industrial products will be gradually perfected, and systems for carbon emission accounting, evaluation, and assessment in the industry and information technology sector will be basically established. The Implementation Plan requires that by 2030, approximately 400 carbon footprint accounting rules and standards for key industrial products will be formulated and implemented, approximately 500 national-level zero-carbon factories and zero-carbon computing facilities will be built, the carbon dioxide emissions per unit of value-added of industrial enterprises above designated size will be reduced by more than 17% compared with 2025, and the energy consumption per unit of value-added of industrial enterprises above designated size will be reduced by more than 10% compared with 2025.
