Domestic demand is the primary engine and stabilizing anchor for economic growth. Reporters learned on the 20th that the National Development and Reform Commission (NDRC), together with relevant departments, will expand domestic demand effectively with greater intensity and more concrete measures, focusing on three areas. "First, adhere to combining the improvement of people's livelihoods with the promotion of consumption, and vigorously boost consumption," said Zuo Gang, Deputy Director of the Comprehensive Department of the NDRC, at the NDRC press conference held that day. He said efforts will coordinate employment promotion, income growth, and stabilizing expectations, reasonably raise the share of public service expenditure in fiscal spending, and increase the intensity of inclusive policies that directly benefit consumers; promote the expansion and upgrading of commodity consumption, and boost consumption of goods such as new energy vehicles and smart products. He stated that another focus is to adhere to closely combining investment in physical assets with investment in people, and actively expand effective investment. Specifically, efforts will strengthen the coordinated advancement of the 109 major projects in the "15th Five-Year Plan" outline and the planning and construction of the "Six Networks," and organize demonstration scenarios for the coordinated application of the six networks; make good use of ultra-long-term special government bond funds, accelerate the deployment and use of new policy-based financial instrument funds, and increase support for strengthening weak links and building on strengths in areas such as social welfare, scientific and technological innovation, industrial upgrading, and security and resilience; improve the long-term mechanism for private enterprises to participate in major projects, regularly recommend investment projects to private enterprises, and make good use of the special guarantee policy instrument for private investment. "Third, improve the institutional mechanisms for expanding domestic demand and promote an efficient and smooth circulation between supply and demand." Zuo Gang stated that a regulation on the construction of a unified national market will be introduced, basic institutional rules such as property rights protection and market access will be unified, statistical, tax, and assessment systems conducive to the construction of a unified large market will be improved, and unreasonable restrictive measures will be cleaned up and optimized; reforms will be continuously deepened in areas such as local government investment and financing models and the household income distribution system; relevant standards systems will be improved to enhance the quality of commodity and service supply; market facilities will be connected to high standards to reduce the circulation costs of the whole society.
