Recently, the Shenzhen Municipal Human Resources and Social Security Bureau issued a notice advocating flexible work arrangements during the APEC meeting. The 33rd APEC Economic Leaders' Meeting will be held in Shenzhen from November 18 to 19, 2026. Hosting this APEC meeting is a major historical opportunity for Shenzhen to have its urban development level reviewed at a world-class standard, benchmark against top global cities, and enhance its urban capacity. To coordinate high-standard foreign affairs support with the normal operation of the city, enterprises across the city are now encouraged to implement flexible work arrangements during the workdays of the week of the APEC meeting. The specific notice is as follows: Enterprises are encouraged to arrange for employees to work remotely from home to ease commuting pressure and improve work efficiency. Enterprises should provide convenient conditions for employees to work remotely from home and ensure that employees complete their work efficiently. Enterprises are encouraged to make coordinated arrangements for employees' paid annual leave. Enterprises should protect employees' right to annual leave in accordance with the law, formulate reasonable annual leave plans, and make coordinated arrangements for employees' paid annual leave based on work needs and employees' personal preferences. For positions that genuinely require on-site work or operations, enterprises should fully consult with employees, encourage employees to commute during staggered hours or with flexible schedules, and give priority to green travel methods such as buses and the subway.
