The website of the Central Commission for Discipline Inspection and the National Supervisory Commission reported on October 17 that, according to the Liaoning Provincial Commission for Discipline Inspection and the Liaoning Provincial Supervisory Commission: Recently, with the approval of the Liaoning Provincial Party Committee, the Liaoning Provincial Commission for Discipline Inspection and the Liaoning Provincial Supervisory Commission conducted a case review and investigation into serious violations of discipline and law by Guo Zhongxiao, former member of the Standing Committee of the Shenyang Municipal Party Committee and former secretary of the Political and Legal Affairs Commission, and former secretary of the Tiexi District Party Committee of Shenyang Municipality. Upon investigation, it was found that Guo Zhongxiao lost his ideals and beliefs, betrayed his original aspiration and mission, held a distorted view of political achievements, and pursued "image projects" and "political achievement projects" that wasted manpower and money, resisted organizational review, and failed to effectively fulfill the principal responsibility for full and rigorous Party self-governance; ignored the spirit of the Central Committee's eight-point decision on improving conduct, accepted banquets that could affect the impartial performance of official duties, and used official vehicles in violation of regulations; violated organizational principles, failed to report personal matters as required, failed to truthfully explain issues during organizational inquiries, and sought benefits for others in cadre selection and appointment and other work; accepted property in violation of regulations; improperly intervened and meddled in the contracting and outsourcing of engineering projects and in activities related to discipline enforcement and law enforcement; lost the bottom line of discipline and law, took advantage of the convenience of his position to seek benefits for others in undertaking engineering projects, settling project payments, and other matters, and illegally accepted huge amounts of property. Guo Zhongxiao seriously violated the Party's political discipline, organizational discipline, integrity discipline, work discipline, and life discipline, constituted a serious violation of duty and is suspected of the crime of bribery, and after the 18th National Congress of the Communist Party of China did not restrain himself or stop, with serious nature and vile influence, and should be dealt with seriously.
