The Cyberspace Administration of Shanghai and the Shanghai Data Bureau have issued the "Several Measures of Shanghai Municipality on Promoting High-Standard Opening-Up and Facilitating Cross-Border Data Flow." Adhering to scenario-driven approaches, explore and advance mechanisms for data circulation and utilization, focus on enterprises' global R&D, manufacturing, supply chain collaboration, as well as cross-border financial risk control, biopharmaceutical R&D, and other key areas with concentrated demand for cross-border data flow, and strengthen categorized guidance for industrial chain collaboration projects and key industry applications. Support enterprises in conducting exploratory verification under controllable risks, form a batch of scenario-based cross-border data application solutions, and promote the replication and scaling of mature practices. Explore and advance pilot construction for anonymized personal information applications in fields such as finance, commerce and trade, and healthcare.
