The Shaanxi Provincial Government and the three major oil companies signed a strategic cooperation framework agreement to jointly build Xi'an Shiyou University.

On the morning of October 12, a signing event for the strategic cooperation framework agreement on jointly building Xi'an Shiyou University was held in Xi'an between the Shaanxi Provincial People's Government and China National Petroleum Corporation, China Petrochemical Corporation, and China National Offshore Oil Corporation. This signing is a strategic choice for complementary advantages and mutual benefit among the government, enterprises, and the university. China National Petroleum Corporation, China Petrochemical Corporation, and China National Offshore Oil Corporation will work together to promote the upgrading of the university's educational level, injecting new momentum into the transformation and upgrading of Shaanxi's energy industry and the high-quality development of the country's energy sector. A relevant person in charge of Xi'an Shiyou University stated that the university will closely align with national strategic needs, take this cooperative co-building as an opportunity, base itself in the petroleum and petrochemical field, coordinate and integrate resources from all parties, continue to strengthen the advantages of energy-related characteristic disciplines, collaboratively carry out research on key core technologies, focus on building a highland for talent cultivation in the energy field, promote the implementation and transformation of more scientific and technological innovation achievements, advance the co-building cooperation mechanism to be deeper and more substantive and effective, and strive to create a demonstration model of central-local cooperation, industry-education integration, and science-education integration. At the meeting, Xi'an Shiyou University also signed a cooperation agreement with Shaanxi Yanchang Petroleum Co., Ltd.
