National Development and Reform Commission: Support recycling and dismantling enterprises in selling the "five major assemblies" of end-of-life vehicles to remanufacturing enterprises that have passed remanufacturing quality management system certification.

The National Development and Reform Commission is publicly soliciting opinions on the "Measures for the Standardized Management of Automotive Parts Remanufacturing." It proposes that remanufacturing enterprises purchasing scrapped vehicle engines, steering gears, transmissions, front and rear axles, and frames from recycling and dismantling enterprises should ensure that the types of components recovered are consistent with the types of remanufactured parts produced by the enterprise. Exhaust after-treatment devices shall not be recovered for remanufacturing, and the recovery of key emission control components for remanufacturing shall comply with national emission control standards. Remanufacturing enterprises shall use the purchased "five major assemblies" of scrapped vehicles for their own remanufacturing or, in accordance with relevant national regulations, sell them to remanufacturing enterprises certified under a remanufacturing quality management system for recycling through remanufacturing; if they do not meet the conditions for remanufacturing, they shall be sold as scrap to smelting or shredding enterprises. Recycling and dismantling enterprises are supported in selling the "five major assemblies" of scrapped vehicles to remanufacturing enterprises certified under a remanufacturing quality management system.
