According to a report by Spain's El Pas, the Spanish government plans to approve new regulations for data centers before the general election. The rules are currently being pushed through an emergency procedure and are expected to be submitted to the Council of Ministers for review in late October or early November. The new regulations mainly target large data center projects by Amazon, Microsoft, Google, and others, and propose stricter requirements for their electricity use and grid connection. These include requiring data centers to use renewable energy 80% of the time and to certify their energy sources on an hourly basis. The government hopes to regulate the electricity demand brought by the rapid growth of data centers and avoid passing on the cost of new electricity consumption to households and industrial users. The rules do not require parliamentary approval. Relevant opinions have already been approved by Spain's National Commission on Markets and Competition (CNMC), and the proposal will next be submitted to the Council of State for legal assessment. Industry participants expect the final version may be somewhat looser than the initial proposal.
