Among other things, it proposes encouraging local competent commerce departments and insurance institutions to share lists of high-quality domestic and foreign trade enterprises, and supporting insurance institutions, relying on the shared lists, to expand domestic trade insurance services for domestic and foreign trade enterprises on the lists that meet underwriting conditions. Insurance institutions are encouraged to rely on leading and backbone enterprises in industrial chains to promote upstream and downstream chain-based underwriting, embedding domestic trade insurance into the full-process development of key industrial chains. Insurance institutions are encouraged to broaden credit evaluation dimensions in response to the operating characteristics of new fields and new business forms, clarify risk control review standards, innovate differentiated underwriting solutions, and precisely and effectively support the development of new scenarios such as trade in services, digital trade, and green trade. Increase the tilt of domestic trade insurance underwriting resources toward areas such as cargo transportation and distribution, and promote the smooth flow of goods and services. Under the premise that risks are generally controllable, optimize the insurance application process and improve the insurance protection mechanism for small and medium-sized enterprises.
