In its scientific and technological innovation layout, it adheres to the "four orientations," focusing on important priority areas such as integrated circuits, artificial intelligence, quantum technology, life sciences and biotechnology, brain-computer interfaces, and controllable nuclear fusion; strategic high-technology fields such as optoelectronics, space, information, oceans, energy, and materials; sustainable development fields such as agriculture, Earth and resources, and the atmosphere, oceans, and ecological environment; as well as basic frontier and interdisciplinary fields such as mathematics, physics, chemistry, biology, astronomy, and geosciences. It has distilled and formed a number of key development directions, strengthening the strategic, forward-looking, and systematic layout of scientific and technological innovation. It coordinates and optimizes the regional scientific and technological layout, accelerates the construction of a "3+4+X" tiered regional layout system with Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area as strategic highlands, Hefei, Chengdu-Chongqing, Wuhan, and Xi'an as strategic pivots, and a number of key regions as strategic nodes, striving to provide systematic scientific and technological support for major national regional strategies.
