HKEX: Publishes Phase 2 Consultation Paper on Review of Listing Regime Competitiveness, Proposes Relaxing Disclosure of Transactions Threshold to 50%

The consultation period is 10 weeks, ending on November 30, 2026. This consultation is the second phase of the Stock Exchange's review of the competitiveness of its listing regime, focusing on the regulation of corporate transactions by listed issuers, covering notifiable transactions, connected transactions and spin-off listing requirements, with the aim of giving listed issuers greater flexibility to conduct corporate transactions while maintaining appropriate investor protection through enhanced disclosure requirements and effective board accountability mechanisms.
