Recently, the Ministry of Housing and Urban-Rural Development publicly reported the handling of illegal and irregular practices such as construction project subcontracting and illegal subcontracting in 2025, exposing typical problems and seriously dealing with responsible entities. This notification adheres to a problem-oriented approach and strengthens deterrence and warning. It is not only a precise treatment of prominent chronic problems in the industry, but also a powerful measure for the housing and urban-rural development system to continuously improve the regulatory system, standardize market order, and hold the bottom line of project quality and safety. Construction project quality and safety concern the safety of people's lives and property and the overall situation of high-quality urban development. Practices such as project subcontracting, illegal subcontracting, and qualification affiliation can easily lead to absent project management, lax construction standards, and unfulfilled safety responsibilities. They are prominent chronic industry problems that disrupt the fair competition order of the construction market and breed hidden dangers in quality and safety. The latest data from the Ministry of Housing and Urban-Rural Development show that in 2025, a total of 260,270 project inspections were carried out nationwide, involving 207,399 construction units and 233,596 construction enterprises. A total of 6,854 project inspections were found to have illegal and irregular construction project practices, a year-on-year decrease of 17%; 2,148 construction units and 5,480 construction enterprises were found to have illegal and irregular construction project practices, a year-on-year decrease of 20% and 6%, respectively. This nationwide "safety net" has screened out risks and also secured the bottom line.
