Ministry of Agriculture and Rural Affairs: Comprehensively strengthen safety production supervision of marine fishing vessels.
The Ministry of Agriculture and Rural Affairs held a national video conference on safety production supervision of marine fishing vessels. The meeting emphasized the need to focus on key areas including "vessels, ports, people, and nets," and to solidly and vigorously advance the special rectification of marine fishing vessel safety production. Efforts should be made to promote the renewal and transformation of aging fishing vessels and vessel reduction and conversion, strictly regulate fishing vessel design and construction, strictly implement systems such as pre-departure inspections of fishing vessels and recall during strong wind weather, and strictly control fishing vessel safety across the entire chain. It is necessary to accelerate the construction of smart fishing ports, establish and improve a coordinated safety supervision system between vessel registration ports and berthing ports, and comprehensively improve the level of fishing port supervision. It is necessary to consolidate the primary responsibility of shipowners, improve the safety awareness and capability of captains, shipowners, and crew members, effectively strengthen law enforcement and supervision of marine fisheries, and severely crack down on illegal and non-compliant behavior. It is necessary to strengthen the supervision of fishing gear and operating methods, strictly investigate the problem of inconsistency between net certificates and actual gear, standardize fishing gear loading standards, and control risks caused by nets from the source.
