Fujian: By the end of 2027, the annual average concentration of fine particulate matter will be stably below 15 micrograms per cubic meter across the region.

The Fujian Provincial People's Government recently issued the "Implementation Plan for Building Fujian Province as a Beautiful China Pioneer Zone." It proposes that by the end of 2027, the province's total economic output and development quality and efficiency will steadily improve, and the ecological environment quality will continue to lead the country. The annual average concentration of fine particulate matter will remain stable below 15 micrograms per cubic meter across the entire region, the proportion of state-controlled sections of major river basins with Class I-III water quality will remain at 100%, the proportion of good-quality water bodies will continue to increase, the proportion of good-quality water in nearshore waters will reach over 95%, the diversity, stability, and sustainability of ecosystems will steadily improve, the completion rate of the "Beautiful Series" will be about 50%, and a number of landmark achievements in practical innovation and institutional innovation for pioneer zone construction will be formed. By the end of 2030, carbon reduction, pollution reduction, green expansion, and growth will be efficiently coordinated, green production and lifestyles will be widely established, total carbon emissions will peak, the ecological environment will fundamentally improve, the broad framework for protection and governance from mountain tops to the ocean will basically take shape, the Beautiful China Pioneer Zone will be basically completed, and support will be provided for new major progress in building a Beautiful China.
