The Shanghai Municipal Medical Insurance Bureau, the Municipal Health Commission, and the Municipal Disease Control Bureau have jointly issued the "Notice on Matters Concerning the Use of Historical Surplus Funds in the Individual Accounts of Employee Medical Insurance in This Municipality to Pay for Non-Immunization Program Vaccine Costs." The Notice specifies that, effective September 15, 2026, insured persons in this municipality may, in accordance with regulations, use the historical surplus funds in their employee medical insurance individual accounts to pay for vaccine costs and injection service fees incurred from receiving non-immunization program vaccines included in the catalog at designated medical institutions. It also supports medical insurance family mutual assistance, further reducing the vaccination burden on citizens and supporting the building of a Healthy Shanghai.
