Organizing others to illegally sell controlled stimulant substances: The first instance verdict of the illegal operation case involving Xia and others.
According to relevant authorities, the case of "Xia Moumou and others' illegal business operations," investigated by the Public Security Bureau of Wuhan City, Hubei Province, has been ruled by the Jiang'an District People's Court of Wuhan in its first instance. It is understood that in June 2023, the U.S. Department of Justice's Drug Enforcement Administration reported to the Ministry of Public Security of China about a case where a Chinese citizen was arrested for trafficking sensitive chemicals. The Ministry of Public Security attached great importance to this and promptly organized public security agencies in Hubei Province to carry out verification work. In-depth analysis revealed that the individuals involved, Xia Moumou and his son Xia Mou, were highly suspicious. The public security agency then conducted an investigation focusing on the father and son, discovering that they were trafficking a large quantity of non-regulated precursor chemicals abroad. Since May 2021, the Xia father and son registered multiple nominal operating companies, recruited employees to fabricate their production, business, and transportation capabilities on domestic and international websites, and released a large volume of advertisements for non-regulated chemicals. After foreign buyers contacted them to place orders, they sought domestic suppliers and exported through international freight forwarding companies. The public security agency formed a task force with a competent team, overcoming challenges such as the concealment of criminal methods and the extended timeframe. After two years of arduous investigation, they found that the chemicals they were selling included controlled stimulant substances regulated in China. Following court proceedings, it was determined that from November 2021 to July 2024, the Xia father and son organized others to illegally sell controlled stimulant substances on 123 occasions, with a total sales amount exceeding 1.69 million yuan. On August 14, 2026, the court sentenced Xia Moumou to six years of imprisonment and a fine for illegal business operations; and sentenced his son Xia Mou to five years and six months of imprisonment and a fine for the same offense.
