The Ministry of Commerce and nine other departments: Develop small shops, time-honored brands, and workshop-style brands that carry local culture, and support the trend of domestic products penetrating county-level markets.
The Ministry of Commerce and eight other departments have issued opinions on further invigorating the vitality of the sinking market and stimulating consumption in rural counties. This aims to guide chain enterprises to accelerate their expansion into lower-tier markets. It promotes local brands to innovate while adhering to their core values. The development of small stores, time-honored brands, and workshop-style brands that embody local culture is encouraged, supporting the sinking of domestic trendy products into county markets. A tiered approach to creating a leading lineup of Chinese consumer goods is established. Collaboration between local brands and chain brands in cross-sector partnerships is supported. The plan to cultivate high-quality agricultural brands is being deeply implemented with the optimization of the agricultural brand catalog system. The initiative to promote agricultural advertising is being intensified, with support for the downward flow of quality advertising resources. Further optimization of the approval process for converting individual businesses into enterprises in rural areas is underway. New business formats will be developed according to local conditions. Localities with the right conditions are encouraged to develop virtual reality, immersive experiences, "artificial intelligence + consumption," and promote green consumption models such as second-hand trading and product leasing. The special action plan to promote healthy consumption will be deepened. An innovative consumption chain integrating primary, secondary, and tertiary industries will be created.
