They will guide chain enterprises to accelerate their expansion into lower-tier markets. The approval process for opening supermarkets and convenience stores will be simplified, and efforts will be made to advance "efficient completion of a task." In eligible areas within the same county, the "one business license, multiple addresses" policy for chain enterprises and individual businesses will be implemented. The approval processes in areas such as fire safety and market regulation will be standardized and optimized. State-owned properties are encouraged to moderately extend the leasing period for commercial projects. No explicit or implicit barriers should be set for chain enterprises operating across regions.
