The National Development and Reform Commission and the National Energy Administration have issued the "14th Five-Year Plan for Oil and Natural Gas Development," which states that a national oil reserve system will be established, combining government reserves, corporate social responsibility reserves, and corporate operational inventories in an organic and complementary manner, significantly enhancing resilience and security capabilities. The government will continue to strengthen oil reserve construction and improve the corporate social responsibility reserve system, while maintaining corporate operational inventories at a reasonable level. Social capital will be encouraged to invest in and operate commercial reserve facilities, further increasing the scale of reserves. The oil reserve system and mechanism will be improved. Monitoring of oil supply and demand conditions will be strengthened.
