Freight eVTOLs are taking the lead in the low-altitude industrialization, and the supporting lithium battery market is experiencing growth potential.

After the new version of the Civil Aviation Law officially came into effect in 2026, the process of opening up domestic low-altitude airspace significantly accelerated. On August 10, Gaogong Industry Research Institutes Lithium Battery Research Institute released an industry insight report indicating that the low-altitude industry will follow a developmental path of prioritizing cargo transport, then passenger transport, starting with suburban areas before expanding to urban areas, and beginning with pilot programs before rolling out nationwide. Cargo eVTOLs will be the first to achieve large-scale production, while the upstream support sector for low-altitude lithium battery technology is expected to encounter long-term growth opportunities. The period from 2029 to 2035 may become a golden cycle for the rapid development of the entire low-altitude economy. There is a clear and unified definition within the industry for eVTOLs; these aircraft rely on electricity as the main power source, equipped with three or more independently distributed electric motor rotors, and can perform vertical takeoffs and landings, with a general criterion being a maximum take-off weight of no less than 150 kilograms. Currently, most models capable of small batch deliveries only support round-trip operations at the same location and are primarily divided into two types: heavy cargo lifting and sightseeing passenger transport, while inter-regional cargo flights are still in the pilot exploration stage. Following the implementation of the new version of the Civil Aviation Law on July 1, 2026, the management of low-altitude airspace across points will be opened up in an orderly manner, with a clear rhythm for industry development set forth. Only after the cargo eVTOL operating model has been market-validated and matured will the airspace usage rights for inter-regional passenger flights gradually be opened up.
