The People's Government of Yuhang District, Hangzhou, has issued a notice regarding flood prevention, typhoon defense, and drought resistance. In order to effectively address the current heavy rainfall, the district's flood prevention command has decided to implement "Five Stops" measures in an orderly manner across eight towns and streets within the district's secondary emergency response range, starting from 18:30 on August 14. All outdoor group activities within this range are to be completely suspended. According to the principle of "the organizer is responsible, the approval authority supervises," the organizing units must promptly notify and ensure proper management and control. All construction sites, high-temperature smelting enterprises, and enterprises with high safety risks within this range are required to stop work and production. Other enterprises should assess the risks dynamically based on the impact of wind and rain and decisively suspend operations when necessary. The main responsible persons of all enterprises must personally deploy resources to ensure the safe evacuation of personnel and the safe shutdown of equipment.
