Recently, the General Office of the People's Government of Zhejiang Province issued a document titled "Several Measures for Promoting the Collaborative Development of Industry, Academia, and Research in Brain-Computer Interfaces." It mentions the goal of creating a highland for technological innovation and coordinated industrial development. The plan is to accelerate the construction of a brain-computer interface industry layout centered around Hangzhou, supported by new material research and manufacturing in Ningbo, clinical application demonstrations in Wenzhou, key components manufacturing in Jiaxing, and advanced chip manufacturing and packaging testing in Shaoxing, forming a "one core, four bases" structure. Efforts will also be made to strengthen the cultivation of enterprises. There will be a tiered approach to nurturing startup, growth-stage, and leading brain-computer interface companies, providing combined support in product research and development, talent recruitment, and financial supply. Localities with suitable conditions are encouraged to implement reward and subsidy policies for corporate R&D investments. For brain-computer interface companies where R&D expenses account for over 3% of operating revenue and have an annual growth rate of over 20%, a certain proportion of financial assistance based on the previous year's R&D expenses will be given. Support will be provided for industrialization efforts. Brain-computer interface industrialization projects will be supported in applying for central budget investment projects, ultra-long-term special national bond projects, and others. Innovative projects in brain-computer interfaces are encouraged to apply for projects related to strengthening industrial chains, tackling key tasks in emerging industries, and the first products, with support provided according to relevant regulations.
