The Huaihe River Flood Control Headquarters and the Huaihe River Commission have raised the flood emergency response level to Level 2 for the Sha Ying River and Hong Ru River systems in the northern tributaries of the Huaihe River in Henan Province.

Currently, sections of the Sha Ying River and Hong Ru River are exceeding warning and alert levels. It is expected that high water levels will persist for a considerable period, placing significant pressure on levee defenses. According to the "Flood Prevention and Drought Relief Emergency Plan of the Huai River Flood Control and Drought Relief Headquarters" and the "Emergency Plan for Flood and Drought Disaster Prevention of the Huai River Water Resources Commission," after comprehensive assessment, the Huai River Flood Control Headquarters and the Huai River Commission decided to elevate the flood prevention emergency response for the Sha Ying River and Hong Ru River systems in the Huai Bei region of Henan Province to Level II and the flood defense emergency response to Level II at 10:00 on August 14.
