The ecological environment monitoring and law enforcement during the "14th Five-Year Plan" period will strongly promote intelligent transformation.

The State Council Information Office held a series of themed press conferences today on the launch of the 14th Five-Year Plan. During the conference, it was announced that during the 14th Five-Year period, the Ministry of Ecology and Environment will advance the digital transformation with greater force through monitoring and enforcement, further enhancing the quality and effectiveness of ecological and environmental regulation. The conference reported that the Ministry will fully implement a digital upgrade project in traditional areas such as air, water, and ocean, promoting the intelligent update and transformation of national control monitoring station instruments and equipment. In terms of air quality, there will be increased application of artificial intelligence prediction models and an upgrade of the air quality forecasting platform, with an expected accuracy rate of over 80% for 72-hour PM2.5 forecast by 2030. Regarding water, a number of automatic sampling stations will be newly established, and an unmanned boat fleet will be formed for comprehensive reform of traditional monitoring operations. In burgeoning fields such as solid waste and new pollutants, the application and promotion of new technologies and models will be accelerated. For example, using meter-level and sub-meter-level satellites for routine remote sensing investigations to accurately identify illegal solid waste dumping locations. Monitoring of new pollutants will leverage existing monitoring stations for surface water and oceans to synchronize sampling and delivery, achieving cooperative effects in multi-medium and multi-parameter monitoring at a lower cost.
