Intel's CEO Chen Liwu sought approval from the U.S. government before the company issued additional stocks. As Intel was preparing to announce its stock issuance plan last week, Chen Liwu called U.S. Secretary of Commerce Gina Raimondo. The U.S. government ultimately decided not to participate in this stock issuance, but Raimondo approved the plan.
