According to sources, about a third of the investors who submitted subscription orders for Intel's $20 billion stock issuance ultimately did not receive shares. The issuance was significantly oversubscribed and received support primarily from long-only investors and sovereign wealth funds. In this issuance, the top ten investors were allocated 55% of the shares, while the top 25 investors collectively received 80%.
