The National Disaster Reduction Committee has dispatched work teams to Hebei and Henan.
On August 10, the Office of the State Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management continued to organize joint consultations with departments such as the China Meteorological Administration, the Ministry of Water Resources, the Ministry of Natural Resources, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, and the Ministry of Transport, as well as key provinces including Zhejiang, Jiangsu, Anhui, Henan, and Jiangxi, to assess the development trends of Typhoon "Bailang" and recent heavy rainfall, and to deploy prevention and response work. The State Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management maintain a Level 3 emergency response for flood and typhoon prevention in Zhejiang, as well as a Level 4 emergency response for flood and typhoon prevention in Shanghai, Jiangsu, Anhui, and Jiangxi, and a Level 4 emergency response for flood prevention in Heilongjiang, Hubei, Shandong, Hebei, and Henan. They have also dispatched two additional working groups to Hebei and Henan, while the previously dispatched working groups continue to assist and guide flood and typhoon prevention work on the front lines in Zhejiang, Fujian, and Heilongjiang.
