Two Departments: Exploration and Development of Coalbed Methane

The National Development and Reform Commission and the National Energy Administration have issued the "14th Five-Year Plan for the Development of the Coal Industry." Among them, the "Coalbed Methane Development and Utilization Plan" mentions two key tasks: Coalbed Methane Exploration and Development 1. Promote stable production and increased output at the Qinshui Basin coalbed methane industrial base. Implement comprehensive management of old production blocks in the Jinchen mining area, Zhengzhuang, and Panzhuang, conduct rolling evaluations and vertical explorations, increase the spacing of new wells, and advance refined development to stabilize coalbed methane output. Accelerate development and construction in the Qinnan, Mabi East, Mabi Cooperation, and Shizhuang North blocks to promote a rapid increase in coalbed methane production. Intensify exploration efforts in the Heshun Hengling, Fazhong, Zhongyu, and Heshun Mafen East blocks to expand production capacity. 2. Promote rapid output increase at the eastern Ordos Basin coalbed methane industrial base. Focus on deep coalbed methane resources, accelerate the utilization of advantageous resources in the Daning-Jixian, Mizhi North, Shenfu, Shilou West, Linxing Middle, Daniu Di, Yichuan, Jia County, and Yanchuan South blocks, and vigorously promote the construction of new production capacity. Actively carry out preliminary production and trial production testing in the Sanjiao North, Linxing West, Linxing East, Anhe-Nanghegou, Shilou North, Liulin Shixi, and Suide blocks to quickly form effective capacity. Promote stable production growth in the Baode, Sanjiao-Qikou, Liulin, and Hancheng blocks. 3. Accelerate the industrial development of coalbed methane in Xinjiang. Innovate the cooperation model between central enterprises and local governments, plan comprehensively for shallow and deep layers, and promote the efficient development of coalbed methane resources in the Ku-Bai area of the Tarim Basin. Thoroughly conduct exploratory development in blocks such as Fukang in the Junggar Basin, striving for new discoveries; accelerate the exploration of coalbed methane resources in the Shawan-Qigu, Heshun-Tuolugai-Wulungu, Yili Basin-Nileke, and Santanghu Basin-Naomao Lake regions, and scientifically implement resource evaluation and trial production in favorable areas. 4. Actively expand other resource development areas. Increase experimental development in the Qianxi Basin and Sichuan Basin, expand the scale of exploration and development; promote coalbed methane resource exploration in the Nanhua North Basin, Songliao Basin, Hailar Basin, Erlian Basin, and Bohai Bay Basin to obtain newly identified resources.
