According to "Zhejiang Release," on August 6, the Zhejiang Provincial Committee and Provincial Government held a meeting to deploy work across the province in response to Typhoon No. 13 "Bailong." The meeting emphasized the need to strengthen forecasting and early warning, ensuring "early reports, quick reports, and multiple reports," with multiple departments enhancing detailed forecasts, improving the early warning response mechanism, and comprehensively covering key groups; to launch responses in an orderly manner, scientifically grasping "time, intensity, and effectiveness," fully activating the "1833" joint command system, standardizing emergency response initiation, consultation and judgment, and information reporting processes; to strengthen risk investigation and control, ensuring "no loopholes, no blind spots, and no gaps," with comprehensive investigations and controls over various safety hazards; to focus on small watersheds, mountain reservoirs, ongoing water conservancy projects, and coastal embankment safety, ensuring "early action, rapid action, and small-scale action," to repair and reinforce various water conservancy facilities and vulnerable coastal embankments; to organize personnel evacuations in advance, ensuring "no household is missed, and no person is left behind," completing the transfer of people in various risk areas in stages and on time; to enhance emergency preparedness, ensuring resources are focused and guarantees are provided, positioning various rescue teams in advance, equipping and debugging flood prevention and disaster relief materials, and strengthening maritime rescue capabilities; to manage key vessels rigorously and meticulously, getting a clear understanding of the situation, categorizing and sheltering from the wind, and strengthening the closed-loop management to ensure "vessels are docked and sheltered properly"; to ensure all personnel evacuate from the sea, strictly implementing standards, preventing personnel from returning, to ensure "people are on land and no one stays behind"; to strengthen the management of passenger vessels, rigidly implementing sailing halt requirements, properly accommodating passengers, ensuring "passenger services are halted and no operations are conducted"; and to effectively carry out publicity and guidance work, frequently releasing authoritative information and mobilizing key groups such as coastal residents, fishermen, and tourists.
