The Harbin Meteorological Station issued a red rainstorm warning signal at 16:10 on the 4th: over the past 3 hours, the precipitation in Xiangfang District and Nangang District reached 60 to 80 millimeters, and there is still expected precipitation of 20 to 40 millimeters over the next 2 hours, with total rainfall expected to exceed 100 millimeters. In the next 3 hours, the cumulative rainfall in the northern part of Acheng District will reach 40 to 50 millimeters.
