The two departments maintain a Level IV emergency response for flood prevention in Shanxi, Heilongjiang, Yunnan, and Shaanxi.

Recently, although the overall trend of rainfall in our country has weakened, there are still some areas in Shaanxi, Hubei, Yunnan, and South China experiencing heavy rainfall. The eastern part of Northwest China, the western and northern parts of North China, and the northern part of Northeast China are mostly seeing showers, with localized short-term heavy rain. In addition, strong convective weather has been active in parts of southern Heilongjiang, western Jilin, and northern and western Henan. The main stream of the Songhua River and some small and medium-sized rivers in Northeast and Southwest China have experienced floods exceeding warning levels, making the flood prevention situation still severe and complex. On August 4, the National Flood Control Office and the Ministry of Emergency Management organized a rolling joint consultation with the China Meteorological Administration, the Ministry of Water Resources, the Ministry of Natural Resources, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, and other departments to assess the recent development trend of heavy rainfall and deploy flood prevention efforts in key areas. The National Flood Control Office and the Ministry of Emergency Management maintain a level four emergency response for flood control in Shanxi, Heilongjiang, Yunnan, and Shaanxi.
