On July 23, the National University Science and Technology Park Optimization and Reshaping Work Promotion Meeting was held in Jinan. Huai Jinpeng, secretary of the Party Group of the Ministry of Education, and Zhou Naixiang, deputy secretary of the Shandong Provincial Party Committee and governor, attended the meeting and gave speeches. The meeting pointed out the importance of raising political positioning and deeply understanding the significance of optimizing and reshaping the National University Science and Technology Park. It emphasized the need to promote the development of the National University Science and Technology Park from a traditional single-discipline orientation to a demand-driven industrial orientation, fully stimulate the efficiency of university science and technology innovation, establish a two-way channel for university innovation supply and industrial development demand, and create an innovative start-up ecosystem integrating innovation research and development, achievement transformation, enterprise incubation, and talent cultivation, in order to better fulfill the mission of serving China's modernization. The meeting emphasized that the optimization and reshaping of the National University Science and Technology Park is a comprehensive reengineering and systemic innovation from the bottom-up logic to the external form. It emphasized the need to redefine the functional positioning, firmly grasp the positioning of national-level scientific and technological innovation platforms, focus on new quality productivity, future economic innovation capabilities, and modern industrial systems, strengthen the construction of innovation and entrepreneurship ecosystems, create an important hub connecting university innovation sources with industrial reality demands, and deeply integrate into the national innovation system. It also emphasized the need to reshape the construction mode, explore the establishment of an effective mechanism of "government support, school-land co-construction, industry-university linkage", link innovation vitality, market dynamics, and government support, and promote the transformation of scientific and technological achievements from university-centric to collaborative transformation between industry and academia. It further highlighted the need to reshape the organizational mechanism, build a collaborative operation mode involving multiple parties such as government, universities, and enterprises, strengthen top-level design, enhance resource coordination, increase support, accelerate connotative construction, and enhance professional service capabilities. It also emphasized the need to reshape the evaluation orientation, accelerate the construction of an evaluation model based on industry needs and actual service contributions, fully stimulate the innovation and entrepreneurial vitality of researchers, and guide university talent and technology resources to better support regional high-quality development.
