The National Development and Reform Commission and the National Energy Administration recently jointly issued the "15th Five-Year Plan for Renewable Energy Development". The plan specifies several tasks from energy layout to industrial innovation to promote the scaling up, expansion of scenarios, and improvement of quality of China's renewable energy. The plan proposes further optimization of the "Three-North" wind and solar bases, offshore wind power, water-wind-light integration, and distributed new energy layout. During the "15th Five-Year Plan" period, the "Three-North" wind and solar bases will add more than 370 million kilowatts of installed capacity, and the national offshore wind power will add a construction scale of around 100 million kilowatts. It aims to promote breakthroughs in the non-electric use of renewable energy, actively develop green hydrogen, ammonia, and alcohols, wind and solar heating, promote the diverse and efficient utilization of biomass energy, and comprehensively improve the consumption level of renewable energy. In addition, the plan also proposes to expand the technological and industrial advantages of renewable energy, strengthen technological innovation and industry chain supply chain construction, and enhance the market operation capability of new energy power plants. It is necessary to improve the policy system and long-term mechanisms for the high-quality development of renewable energy from aspects such as laws and regulations, development mechanisms, market mechanisms, and factor guarantee mechanisms.
