Officials from the National Development and Reform Commission and the State Administration of Traditional Chinese Medicine interpreted the "15th Five-Year Plan for the Revitalization and Development of Traditional Chinese Medicine," stating that ensuring everyone has access to traditional Chinese medicine services means that the whole society participates in the traditional Chinese medicine cause, covering all populations and all life stages based on 15-minute medical service points, providing accessible, obtainable, and affordable traditional Chinese medicine services. In 2016, the State Council issued the "Strategic Outline for the Development of Traditional Chinese Medicine," which for the first time set the goal of achieving basic access to traditional Chinese medicine services for everyone by 2020. Ensuring everyone has access to traditional Chinese medicine services is an important goal in the new era for the Party and the country to promote the inheritance, innovation, and development of traditional Chinese medicine, reflecting the strategic orientation of national traditional Chinese medicine development, the livelihood orientation of safeguarding people's health rights and interests, the vivid practice of utilizing the advantages of modern medicine and traditional medicine resources to break out of the socialist healthcare development path with Chinese characteristics, and the Chinese wisdom and Chinese solution for addressing the world's development challenges in healthcare reform.
