Recently, the "Plan for Promoting Agricultural and Rural Modernization in Beijing during the 15th Five-Year Plan period" was officially issued. The plan emphasizes the linkage between large cities and the rural areas surrounding Beijing, focusing on promoting rural development, village revitalization, and improving the livelihood of residents. Efforts will be made to enhance rural areas' functions in ensuring the supply of agricultural products, promoting sustainable tourism, conserving ecology, and preserving cultural heritage. This will help create a "capital window" for building a strong agricultural nation, providing strong support for Beijing to achieve socialist modernization at an early stage. The plan also aims to develop high-quality agriculture in Beijing, including technological agriculture, green agriculture, quality agriculture, and branded agriculture. The comprehensive production capacity of important agricultural products such as grains and vegetables will steadily increase, making agricultural products safer, higher quality, and fresher. The proportion of modern facility vegetable production will reach around 60%, while smart agriculture will rapidly develop. Agricultural technological progress will contribute to 80% of the improvements, and new industries and business formats will flourish, promoting the development of rural industries worth billions of yuan. In addition, the plan focuses on cultivating empowered farmers in Beijing by establishing a diverse investment mechanism for comprehensive rural revitalization. Policies supporting and benefiting farmers will be improved, and various measures will be taken to increase farmers' income. The per capita disposable income of rural residents will remain at the forefront nationwide, narrowing the income gap between urban and rural residents to within 2.15:1. Rural farmers' cultural, scientific, and educational levels will significantly improve, leading to a wealthier material and spiritual life in rural areas.
