Hainan Province's "15th Five-Year Plan" for the development of the service industry: to establish Wenchang International Aerospace City Technology Innovation Public Platform, International Star and Rocket Collaborative Research and Development Center, and International Satellite Advanced Manufacturing Center.

The General Office of the People's Government of Hainan Province recently issued the "13th Five-Year Plan for the Development of the Service Industry in Hainan Province", proposing to focus on the construction of professional service platforms such as gene sequencing, molecular testing, and variety testing around the Yacheng Science and Technology City, and to create a "one-stop" research and development outsourcing, inspection and testing, and achievements transformation service system. It will promote the industrialization process of technologies such as underwater robots, deep-sea sensors, and offshore operation platforms, and build a national marine equipment manufacturing innovation center. It will also establish the Wenchang International Aerospace City Science and Innovation Public Platform, the International Satellite Launch Vehicle Collaborative Research and Development Center, and the International Satellite Advanced Manufacturing Center, support the application and transformation of key technologies such as green propellants, rocket launch and recovery, and low-orbit communication satellite constellation integration, and improve the integrated commercial aerospace industry system of "launch + service + manufacturing + application". It will build the "Pharmaceutical Valley" biopharmaceutical contract research and contract production service platform in Haikou, and construct a technology service system covering the entire chain of new drug development.
