According to the investigation, Zhang Hongjun has lost his faith and ideals, betrayed his original mission, resisted organizational inspections, disregarded the spirit of the central government's eight regulations, accepted gifts and consumption cards that may influence the fair execution of official duties, accepted banquets that may influence the fair execution of official duties, failed to report personal matters as required, breached the bottom line of integrity, borrowed money from management and service objects, obtained large returns through private lending, engaged in profit-making activities in violation of regulations, engaged in corruption transactions, and used his position for personal gain in project construction and fund allocation, illegally accepting huge sums of money. Zhang Hongjun has seriously violated the political discipline, organizational discipline, integrity discipline, and life discipline of the Party, constituting a serious violation of duty and suspicion of bribery crimes. Since the 18th National Congress of the Communist Party of China, he has not restrained himself, with a serious nature and bad influence, and should be dealt with seriously. In accordance with the relevant regulations such as the "Disciplinary Regulations of the Communist Party of China" and the "Law of the People's Republic of China on Supervision", and after deliberation by the Standing Committee of the Henan Provincial Commission for Discipline Inspection and approval by the CPC Henan Provincial Committee, it was decided to expel Zhang Hongjun from the Party, dismiss him from public office, revoke his qualifications as a delegate to the 11th Provincial Congress of the Communist Party of China in Henan Province and the 12th Municipal Congress of the Communist Party of China in Zhengzhou City, confiscate his ill-gotten gains from violating discipline and the law, and transfer him to the procuratorial organs to investigate and prosecute the suspected criminal offenses, along with the related assets.
