The relevant person in charge of the General Administration of Customs introduced the relevant situation of accelerating the modernization of customs and the construction of a strong trading nation, and answered questions from reporters. During the "13th Five-Year Plan" period, customs will earnestly implement the important requirements of coordinating development and security, implement the deployment of the national plan outline, organize and implement the "13th Five-Year Plan" for customs development and the "13th Five-Year Plan" for port modernization, strive to achieve systemic risk prevention and control, intelligent supervision model, facilitation of cross-border trade, and mechanization of collaborative governance mechanism, systematically improve the level of customs modernization, create a new situation in customs work of better supervision, higher security, greater convenience, and stricter crackdown on smuggling, and safeguard high-quality development and high-level opening up. The key areas of work include the following: First, promote high-quality development of foreign trade with better supervision in the next 5 years, customs will adhere to the dual-drive of "institutional innovation + technological empowerment" to ensure both smoothness and good management, with a focus on three directions. One is to improve the supervision system. Promote the revision of customs laws, laws on entry and exit animal and plant quarantine, rules of origin, and other laws and regulations, implement risk-based classification management, strengthen connectivity with international high-standard economic and trade rules, and build the most competitive customs supervision system internationally. The second is to enhance the efficiency of supervision. Implement embedded counter-cyclical supervision and integrated supervision across customs districts, expand the coverage of multimodal transport single window clearance, connect with the domestic unified market internally, and connect with international logistics channels externally, helping enterprises reduce costs and increase efficiency. The third is to make the supervision model more intelligent. Accelerate the iterative upgrade of smart customs, by 2030, more than 90% of ports will be equipped with intelligent inspection equipment, achieve intelligent image review, widely empower customs business with "artificial intelligence + big data + intelligent equipment," provide supervision services everywhere, disrupt nothing, and make seamless clearance for enterprises and the public the norm.
