It explicitly prohibits local governments from conducting credit evaluations in the bidding and tendering field on their own to solve the problems of fragmented credit evaluation and local protection through credit evaluation at the source. At the same time, it specifies a list of negative evaluations. It is clearly stated that differentiated scores should not be set based on different regions, ownership forms, scales, etc., or include information such as performance and market share that do not reflect the credit status of the company in the credit evaluation scope.
