A reporter from The Paper asked a question, stating that the signing ceremony of the agreement to establish the World Artificial Intelligence Cooperation Organization was held in Shanghai yesterday. How does China view the significance and impact of establishing this organization? What is the relationship between this organization and the United Nations' framework for artificial intelligence governance? Lin Jian explained that on July 16th, the signing ceremony for the agreement to establish the World Artificial Intelligence Cooperation Organization was held in Shanghai. Wang Yi, member of the Political Bureau of the Central Committee of the Communist Party of China and Minister of Foreign Affairs, attended and signed the agreement on behalf of the Chinese government. Representatives from 29 countries including Kazakhstan, Laos, Pakistan, Russia, Indonesia, among others, signed the agreement and became founding member countries. The Secretary-General of the United Nations and representatives from various countries and international organizations attended the ceremony. Lin Jian stated that China has always actively implemented President Xi Jinping's proposal for global artificial intelligence governance, advocating a people-centered and positive approach to promote global governance of artificial intelligence. As President Xi Jinping pointed out at the opening ceremony of the 2026 World Artificial Intelligence Conference and High-Level Meeting on Global Governance of Artificial Intelligence this morning, the establishment of the World Artificial Intelligence Cooperation Organization in Shanghai is China's response to the global call for unity and active promotion of the development and governance of artificial intelligence, marking a significant milestone in the history of artificial intelligence development. Lin Jian pointed out that China has consistently advocated for advancing global governance of artificial intelligence within the framework of the United Nations, promoting the unanimous adoption of international cooperation resolutions on artificial intelligence capacity building by the United Nations General Assembly, and supporting the implementation of the Global Digital Compact and the United Nations Sustainable Development Goals. In the next stage, China will work with the founding member countries to ensure the early operation of the organization. Lin Jian stated that the proposal to establish the World Artificial Intelligence Cooperation Organization is another vivid practice by China to promote the construction of a community of shared future for mankind and implement global governance initiatives. China is willing to work with all parties, adhere to the purposes of the United Nations Charter, uphold the principles of consultation, joint construction, and shared benefits, adhere to the people-centered principle, enhance the alignment and coordination of artificial intelligence development strategies, governance rules, and technical standards, promote international cooperation and global governance of artificial intelligence, and ensure that artificial intelligence develops in a healthy and orderly manner towards a beneficial, safe, and fair direction.
