On the morning of July 17th, President Xi Jinping attended the opening ceremony of the 2026 World Artificial Intelligence Conference and the High-Level Meeting on Global Governance of Artificial Intelligence at the Shanghai World Expo. Alongside the Huangpu River, a new wave is rising. Guests from around the world gathered inside the World Expo. Xi Jinping took a group photo with attending heads of state, government leaders, heads of international organizations, and leaders of various delegations amid warm applause. In his keynote speech titled "Jointly Building a Fair and Rational Global Governance System for Artificial Intelligence," Xi Jinping pointed out that the current world is experiencing a period of rapid evolution in the face of significant changes, with a new round of technological revolution and industrial transformation accelerating breakthroughs. The innovation of global artificial intelligence technology is entering an unprecedented active period, presenting both huge opportunities and governance challenges. Xi Jinping raised the question of how humans should coexist when machines begin to think. He emphasized the importance of holding to the principle of putting people first and fostering a positive outlook, making artificial intelligence a crucial source of driving common prosperity and maintaining common security. He called for the joint construction of a fair and rational global governance system for artificial intelligence. Xi Jinping presented four suggestions: First, adhere to openness and win-win cooperation to drive innovative development. Seizing the rare historical opportunity, encouraging open source, open cooperation, and sharing, promoting comprehensive technological innovation, industrial development, and scenario applications of artificial intelligence, coordinating the transformation and upgrading of traditional industries, nurturing and expanding emerging industries, and deploying future industries, empowering AI across various sectors. Second, strengthen risk awareness and ensure safety and control. Giving high attention to the various internal and derivative risks brought about by artificial intelligence, promoting the construction of legal regulations, technical monitoring, risk warning, emergency response systems, securing a safety baseline, preventing abuse and misuse, and ensuring that AI remains under human control. Opposing the broadening of the concept of national security and prioritizing national security over the security interests of other countries in the field of AI. Third, encourage inclusiveness and promote cultural exchange. Shaping the values of artificial intelligence with the common values of all humanity, using AI technology to enhance understanding and inclusion of different civilizations, promoting mutual exchange and learning among different civilizations, and nurturing a diverse and mutually beneficial cultural garden. Fourth, advocate cooperation and improve global governance. Practicing true multilateralism, effectively utilizing the important role of the United Nations, strengthening the alignment and coordination of AI development strategies, governance rules, and technical standards, forming a globally agreed governance framework early on, allowing this cutting-edge technology to better benefit human society. Helping developing countries strengthen capacity-building, bridging the digital gap, promoting sustainable development, and preventing new historical injustices in the field of artificial intelligence.
