More than half of the high-level foreign-funded headquarters, Shanghai Jing'an issued licenses to a new batch of foreign-funded research and development innovation centers.

On July 16, 2026, Jing'an District of Shanghai held a conference on improving the quality of foreign-funded headquarters and promoting foreign-funded research and development innovation, awarding a new batch of foreign-funded research and development innovation centers, and releasing high-energy-level headquarters improvement projects. Jing'an District's foreign-related economic scale has maintained the first place in the central urban area for 10 consecutive years, with 12 new regional headquarters established by multinational companies in 2025. Currently, the proportion of core high-energy-level headquarters in the area, including investment decision-making, global hub, and innovation research and development, exceeds 50%, and the headquarters economy has achieved a systematic leap from scale aggregation to connotation quality improvement. The future goal is to transform and upgrade 10 high-level headquarters every year.
