According to the Shanghai Securities News, 1. After a ten-month suspension of production, rumors of the resumption of production at the Xialuo lithium mine in Ningde Times continue to heat up. On July 7th, the Credit China official website announced that Yichun Times New Energy Mining Co., Ltd. has obtained a non-coal mining mine enterprises safety production enterprise change license, with a permitted scope of 30 million tons per year. A source close to Ningde Times stated that the core mining, selection, and smelting processes at the Xialuo lithium mine have all resumed, and full production can be achieved within one to two weeks. 2. However, a visit by Shanghai Securities News journalists found that there were no transport trucks entering or leaving the selection factory, with staff conducting on-site measurements and flagging operations in the mine area, where excavators were also in operation. Legal professionals stated that these operations may in legal terms fall under "preparation" rather than "production". 3. Currently, concerns from the public still focus on the environmental impact assessment approval process. Since the initial environmental assessment information was released in December 2025, there have been no public updates on the progress of subsequent environmental assessment reports and approvals. Although sources close to Ningde Times claim that all pre-production procedures have been completed, including obtaining government environmental assessment approvals in accordance with the law, the environmental assessment report has not been publicly disclosed according to legal requirements, with a hiatus of six months in environmental assessment progress following the initial release. This raises clear legal issues regarding the resumption of production at the Xialuo lithium mine. Until the environmental assessment approval is openly disclosed, whether the mine has officially resumed production remains an unresolved question.
