On July 13, 2026, the United States initiated an anti-evasion investigation to review whether there are the following two ways of evading the U.S. anti-dumping and countervailing duty orders on crystalline silicon photovoltaic cells originating in China submitted by domestic companies First Solar, Inc., Hanwha Q CELLS USA Inc., TalonPV, SwiftSolar, Great Lakes Solex PR, LLC, DYCM Power, LLC, Suniva Inc., and Silfab Solar Inc.: (1) Chinese-made components are assembled into solar cells and modules in Ethiopia and exported from Ethiopia to the United States; (2) Chinese-made components are exported to Vietnam after solar cell assembly in Ethiopia and module assembly in Vietnam and then exported from Vietnam to the United States. On February 1, 2024, the U.S. Department of Commerce initiated a second anti-dumping and countervailing duty sunset review investigation on imported crystalline silicon photovoltaic cells from China. On June 7, 2024, the U.S. Department of Commerce issued a final ruling on the second countervailing duty rapid sunset review for imported crystalline silicon photovoltaic cells from China (source: China Trade Remedies Information Network).
