On the morning of July 15, the office of the State Flood Control and Drought Relief Headquarters and the Ministry of Emergency Management continued to organize joint consultations with the China Meteorological Administration, the Ministry of Water Resources, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, the Ministry of Industry and Information Technology, the Ministry of Transportation, and other departments to analyze the current flood prevention situation during the critical period of "downstream in July, upstream in August," and deploy key flood prevention and response work in key areas. The State Flood Control and Drought Relief Headquarters maintained a level III emergency response for flood control in Liaoning and Jilin, and a level IV emergency response for flood control in Heilongjiang and Shandong. The working group dispatched by the State Flood Control and Drought Relief Headquarters continued to assist in guiding flood control work in Liaoning and Jilin. Chen Min, Director of the State Flood Control and Drought Relief Headquarters and Deputy Minister of the Ministry of Emergency Management and the Ministry of Water Resources, presided over the consultation. The consultation pointed out that some rivers in North China, Northeast China, and other areas are experiencing floods moving downstream, with significant pressure on levees and reservoir defenses. In the eastern part of Northwest China, there is a strong rainfall process, and some small and medium-sized rivers may experience floods exceeding the warning levels.
