The Hong Kong SAR government has published the "Huanggang Port Port Area Regulations" in the constitutional newspaper to implement the relevant authorization from the central government, providing a legal basis for the implementation of the "one country, two systems" arrangement at the reconstructed Huanggang Port. The draft regulations were submitted to the Legislative Council for first and second readings today, and the Secretary for Security, John Lee, said that in order to expedite the completion of all legislative work, the Legislative Council has agreed to hold an additional meeting tomorrow afternoon. Lee pointed out that the Huanggang Port reconstruction project is one of the key projects for the SAR government to implement national development strategies and a long-awaited major livelihood project for the public. The new Huanggang Port will still provide 24-hour clearance services and implement the "one country, two systems" and "cooperative inspection, single release" arrangements, similar to the practice at the Shenzhen Bay Port. The clearance time at the new Huanggang Port will be reduced from 30 minutes to about 5 minutes, and the clearance flow will increase from 40,000 people per day to about 200,000 people per day, which can be further increased to about 300,000 people per day after the opening of the MTR North Ring Line. Currently, the main structure of the new joint inspection building has been completed, and both Hong Kong and Shenzhen are working together to advance internal construction.
